The plan was developed in response to the White Paper 'The Future of Aviation' which set Government policy for future airport development in the UK. As runway capacity in the South East will become exhausted in the future, the White Paper favours a second runway at Stansted and then a new runway at Heathrow (providing environmental targets are met). Land should be safeguarded at Gatwick for a new runway after 2019 if the environmental targets at Heathrow are not met.

The interim master plan focuses on Gatwick's future as a single runway operation with the potential to increase passenger numbers and jobs. It also considers how Gatwick could develop as a two-runway operation in 2030 should the Government decide that a second runway will be built after 2019.

During the consultation in 2005 BAA Gatwick sought the views of the local community, businesses, councils and MPs on Gatwick's future growth.
